I can't say about those states, but when I was trying to find someone in NC there was no one listed in this sites side bar.

If no one knows of anyone, try doing what I did and call oncology offices asking who does their radiation, that is how I found Southeast Radiation and Oncology who performed my RT. They had experience doing RT on DD. I made the mistake of asking if the oncologist treated DD and all said no, not realizing the radiation was not done by an oncologist. I finally had someone from the billing office of a hospital (I was transferred there by mistake) say that she had seen a bill for RT from Southeast for DD and that is how I found them. If they do radiation for keloids they should be able to help you.

Hopefully someone on this site will have a referral but if not maybe my advice can help you find someone.
