Does anyone know if laser surgery is possible? Is there anything other than surgery?

Trials
a friend of mine had laser surgery on her hands to take the borwn spots away and make her hands more youthful. She was told that lasering the hands stimulates collagen growth there, that's why it makes the hands looker plumper...? If this is so it seems laser might be exactly THE WRONG WAY TO GO...?
